If I have my total income for the year 2018-19 is Rs. 2,40 lakhs, whether i have to file income tax return or not?

There is no such rule to file your income tax return or not if it is below the taxable limit.

As per my opinion you have to file your income tax return whether it is taxable or not. in your case your total income is below to Rs. 2.50 lakhs, but you have to file your income tax return on due date.
